Bedfordshire needs another 100 scout leaders to keep up with the demand from the county's youngsters, 450 of whom are on the waiting list to join the movement.
County commissioner for Bedfordshire, John Duley, says that once more leaders are found a second Muslim scout group can be opened in Luton, and a Sikh group can be formed in Bedford.
"We have 450 youngsters on our waiting lists in the county and need at least 100 leaders to clear this backlog," he said. "I want to see 300 new leaders coming into our districts in the next few years so we can grow scouting membership by 1,000 to 1,500."
